1. Central Argument
This study marks the transition from durable records to durable information organisations. A written document can persist, but organisations determine whether it is trusted, preserved in context, found, copied and delivered.
Information becomes institutional when recurring roles and procedures replace one-off personal arrangements.
The six topics form one operational chain:
- authentication links a record to recognised authority;
- archives preserve records and their evidential context;
- libraries and catalogues make accumulated works discoverable;
- scribes reproduce texts into new witnesses;
- couriers carry messages through human custody;
- postal systems scale delivery through routes, relays, addresses and rules.
2. The Institution as Information Technology
The conventional history of communication often treats organisations as scenery around the “real” technologies. This study shows that this is backwards. A seal without recognised procedure is decoration. A room of records without provenance and finding aids is a storage problem. A collection without a catalogue is partially invisible. A letter without a carrier remains on the desk. A road without postal rules is transport infrastructure, not a post.
Organisations encode behaviour into roles. They decide who may authenticate, retain, destroy, classify, copy, carry and receive information. This is a form of programming implemented through people, offices, forms, routes and sanctions.
3. Five New Systems Properties
3.1 Context
Content alone is insufficient. Archives preserve relationships among records, creators and activities. Authentication depends on custody and authority. Postal meaning includes origin, destination, route and timing.
3.2 Second-order information
Catalogues, finding aids, registers, colophons, postmarks and addresses are information about information. They do not merely accompany the payload. They make the payload locatable, attributable and administratively useful.
3.3 Selection
Institutional memory is not passive accumulation. Archives appraise; libraries acquire; scribes choose what to recopy; postal systems privilege routes and authorised users. What disappears is partly produced by the same systems that preserve.
3.4 Lineage
Scribal copying reveals that reproduction creates histories. A copy has an exemplar, its own variants and possible descendants. Archives and libraries preserve these witnesses; catalogues represent them; authentication may distinguish originals, authorised copies and later reproductions.
3.5 Routing
Couriers solve delivery through personal agency. Postal systems solve it by decomposing the journey. Addressing, sorting, exchange and last-mile delivery allow strangers to cooperate without knowing the whole route.

5. Power Pattern
This study makes governance impossible to treat as a side note. The same systems that create accountability also centralise control. Authentication authorities can deny legal identity. Archives can preserve rights or erase inconvenient evidence. Libraries can widen access or define a narrow canon. Scribes can transmit or censor. Couriers can be protected or exploited. Postal systems can connect populations while exposing correspondence metadata to the state.

Institutional information systems trade personal improvisation for predictable service, then concentrate power in the procedures that define predictability.
6. Evolutionary Bridge
This study prepares the map for printing and mass publication. Libraries create demand for copies. Scribal bottlenecks make reproduction cost visible. Postal routes create distribution infrastructure. Authentication and archives stabilise publishers, privileges, legal deposit and documentary administration.
This study will transform reproduction economics. The key question will no longer be only whether a text can survive or travel, but how cheaply one master can generate many copies and how those copies create mass publics.
7. Final perspective
The durable record was only the beginning. Civilisations became information-rich when they constructed organisations that could trust records, remember them, find them, reproduce them and move them. These organisations were human machines assembled from roles, rules, buildings, roads and repetitive labour. Their descendants remain visible in certificate authorities, cloud archives, search metadata, version control, logistics platforms and network routing.
